Volunteer Lawyers Program The Volunteer Lawyers Program is a civil law project of Community Legal Services and the Maricopa County Bar Association. Its participants provide probono legal assistance to low income residents of Maricopa, Mohave, Yavapai and Yuma Counties. In 2012, Joanne Trifilo Stark was corecipient of the Immigration Attorney of the Year Award in recognition of her work at the St Vincent de Paul Society’s Legal Clinic.
